The US Constitution Stands as The Rule of Law for Elected American Officials

U.S. Constitution Limits All Three Branches of Government, Especially the Executive.

Before all of the territories of our young nation ratified the Constitution and became States, they wanted a guarantee that America wasn't going to become simply a fresh monarchy like England. So, Jefferson and all the rest made sure to include language that assured that The US Constitution was mostly a limiting set of laws that held in check Congress, but mostly The Office of the President.

The POTUS represented to all of the territories the most dangerous element of the three branches because they were at that time fighting a battle against the monarchy of British Royalty.

So, our US President actually has even more checks and balances against his ability to act unilaterally than does Congress. Therefore, every time you see/hear of Mr. Obama side stepping The US Constitution and Congress, he is technically, practically and intentionally breaking The Law of the Land and showing his contempt for The Rule of Law and our hard won Liberty and Justice for all.

There is no legal condition under which The POTUS can thus operate unilaterally
